From 6 April 2026, there is extra support in place for residents of high-rise buildings who may find it difficult to leave the building on their own in an emergency.
You may be considered a Vulnerable Resident if, in the event of a fire or other emergency, you would not be able to evacuate safely without help.

If any of the above sounds like you — even some of the time — you may benefit from having a Residential Personal Emergency Evacuation Plan (RPEEP).
An RPEEP is a simple, personalised plan that sets out how you can be supported to evacuate safely, based on your own needs and circumstances.
Your building’s Responsible Person (RP) has a duty to identify residents who may need this support and to offer you a plan. With your permission, a summary of your plan may also be shared with the Fire & Rescue Service, so they are better prepared to assist if needed.
If you’re unsure whether this applies to you, it’s always worth having a conversation — support is there to help you stay safe.

They have a duty to identify residents who may need support and to offer an RPEEP.
Agents of the Responsible Person
These are the people who act on behalf of the RP in day-to-day building management. This may include Managing Agents, Building Managers, or Housing Officers.
They will often be your main point of contact when discussing or putting your plan in place.
Medical or Health Professionals
If you wish, professionals such as your GP, physiotherapist, or other healthcare specialist can help inform your plan.
Their input can support a more accurate, person-centred assessment of your needs.
Partners, Carers, Housemates, or Neighbours
If there is someone you trust and feel comfortable relying on in an emergency, they can be included in your plan.
It is important that they are involved in the discussion so they understand their role and are willing and able to help.

Step 3: Understanding the Building
We then review how your building is designed to keep residents safe. This includes:
This ensures that your plan works in line with how the building is intended to operate in an emergency.
Step 4: Agreeing Your Plan
Using all of this information, we work with you to develop a practical and personalised plan to help keep you safe in the event of a fire.
This plan will reflect:
Nothing is finalised without your input — the plan is created with you, not for you.
